Any adult or any child of at least kindergarten age, who lives in West Virginia or in Washington County, Ohio, may have his/her first library card free-of-charge.
All new patrons must show proof of current residence. For example, patrons may use imprinted checks, a driver's license, or an envelope bearing cancelled postage and showing the patron's current address to prove residence.
Children under age 12 must be accompanied by a parent when applying for a card or bring written permission from parents in order to receive a card. Proof of current residence is also required of children. Parents are responsible for fees and fines incurred by their children.
